How to unlock the Hull: Improved achievement in DREDGE - Definitive Guide
to upgrade you need materials and money. money can be collected by fishing and selling the fish.
regarding the materials there is an easy trick for wood and scrap, fabrics
one of the first side quests will be to relocate a lady to a new island. for this you need to collect materials that are close to this island she wants to relocate too. after you finished the sidequest you can dock and sleep at this new island and there is directly 3-4 spots where you can fish these 3 materials. after you fished the material dock at the island. save and return to main menu and load the save. all 3 material spots will be back to fish :)
for later upgrades you also need some sort of metal. this can be bought from the fisher for ~500 $ again and again

Please note that there is more than enough Refined Metal in the game that you can acquire through blowing up rock walls, dredging or pillaging shipwrecks and treasure chests and two even as Pursuit rewards in the Devil's Spine area (See The Moment ). You should never really have a need to purchase any Refined Metal from the Traveling Merchant for $500 if you are exploring well enough
