Achievement description is incorrect, you MUST buy the max specs for each car, which is Extreme for all of them except for the two Rosso/Ferrari cars where the max is the Modified specs.
The best way to grind money by far is on the Sprint track Irwindale 1, its the shortest in the game and the bonus events are quite easy and quick to get. You can usually average about 6k or even the full 9700 every 30-40 seconds if you use the Modified-spec Rosso 40.
