To complete a free drive you need to make it over 3 miles and then you can crash to end it and get the achievement. For this you need to complete 3 miles in rain. You can mix it with night to kill two birds with one stone.

Easiest way I found was to load up commercial, and back up so you stay in the parking lot, then just do circles. I did 3 miles and it didn't work, so make sure to do 3.1 or more.
