This unlocks after pulling a "stoppie" and come to a complete stop with a minimal duration of 2 seconds. A stoppie is a wheelie on your front tire by breaking hard and shifting the weight of the driver to the front.
It is much easier to keep your balance by playing with the brakes rather than shifting the weight of your driver.
I found it easier to pull of with one of the mid range bikes and you have to come to a complete stop to unlock the achievement.

FYI: You don't have to come to a complete stop. I did it at the last straight before the finish line on the last lap and did also count. Just make sure to do it longer than 2 secs.
