This one was weird. In the mountains, there's a police duck by a ladder. The glasses are at the top of the ladder. The dude who needs them is in the top right corner of the swamp. Strangely, though, the police duck will say you need more training.
I went to the mountains after I got the quest and was level 100, but the police stopped me. I went back to the swamp duck and flew back to the mountains. The police duck was gone, and I could get the glasses.

Same bug happened me. I just switched between swamp and mountains about 4 or 5 times and eventually the police duck was gone. Not sure why.

i made it work this way:
i stood right at the duck, quest dialog still open, pressed Y and fly to the mountains. gone was the cop

Max out to level 100 and then talk to the duck on the top right of the swamp. Now fly to the mountains and go up the ladder to the left to get the glasses. Bring them back to the duck in the swamp and you'll unlock this
