If you somehow do NOT have this achievement by the end of the game, when you finish the game you will unlock an extras menu, simply open this from the main menu under "extras" and there will be new settings for the SP game, this new setting will allow you to change the enemies head size, simply up the size to 150% (as high as it goes) and now it will be easier to get headshots.

Easy enough to do, use the pistol as soon as u get it and aim high, as its quick and accurete. The rail gun works wonders also.
Also if u set an enemy up for an execution shoot him in the face instead, it counts an satisfyin on those damn pigs

Easiest way I found was once you get the freeze ray, freeze the enemy and then take your pistol and shoot the head off. This will also net you the achievement for killing frozen enemies.

I found a great spot, I got around 20 head shots racked up in around 5 mins. Using pistol. In [Duke Dome] while swaying from a crane, you can crouch and be pretty much covered while getting free, (hardly moving) head shots, quickly and fairly early.
