Bannerjee ( free Authority from pillaging )
Buy choam market when able was at 45% of the market. For money flow.
Stay at 50% choam/stockpile and capture everything when able to.
Put an agent in arrakis for Authority growth.
Place down a watertrap in every town.
Capture as many special districts as possible and you should win though Choam or hegemony. Have 22 (6 special districts ) total to reach 25,000 hegemony or make every spice contract for points.

I did this alongside the "No Offense" achievement, I think it's also faster than hegemony or choam victory. It's 20min game time but I had to load a previous save because I lost a few units.
I played Atreides on a small kanly duel with easy CPU, peacefully annexed a village next to the enemy main base, trained 3 troopers and 6 heavy assault, shuttled them to the village.
Then the strat is to tank the main base with one trooper while the heavies shoot at the main base. While one trooper is tanking the other 2 need to be healing at the village and you cycle the troopers. Keep the troopers and heavies separated to avoid AOE damage on the heavies, they shouldn't have to take any shot in the whole process.
The opponent will reinforce units one by one which are easy to take down.
At some point the heavies will run out of supplies, I used the supply drop operation to make them last a bit longer but after that I had to retreat to the village, main base was 50%. This is a bit of a problem because the opponent will take the opportunity to build a bit of an army so I struggled to take it back but it ended up working.
I think a better strategy would be to cycle 3 heavies to get their supplies back while still maintaining control of the enemy base.

I did this with Harkonnen. I disabled all other victory conditions besides Hegemony. I turtled my way through the map. If the vilage had a resource available (Spice/Plastcrete/Rare) I would build that, then water, then the military building that adds to recruitment speed.
I had to add listening posts to gain influence to break the truce without suffering consequences.
