You can also get this achievement by joining another player's game session just before his characters earn the level 20 and choosing Lucas. This is available for other characters.

You can boost a friend and offer him this achievement by creating a save just before passing level 20 and inviting him in your game for the level gain.

I earnt this in Stonebridge, approx. 8hrs in.

Beating the Dapper Gent popped this - it may be of interest that I also earnt his other Cheevo, beating 50 of his robots, at the same time.
