If you get the artifact that protects you from the storm and put it in a vault of evilness (pick it up with 
) you can go outside while the storm is active and still get this achievement. The artifact is in the South-East of the dungeon level, but is guarded by multiple rooms of spiders and requires the stone mining upgrade for your snots.
Before you get the artifact I recommend going after the caravans for their relatively large amount of evilness they provide.
