Press Y, on wheel menu go to Actions, from there you can launch attack from the tower. It takes around a minute to recharge, also you should get an announcement from narrator. In right top corner is a timer as well. Just don't kill too many enemies using your units and you should be fine.

Contrary to what the game tells you, you capture the tower by attacking and "destroying" it. I wasted 10 minutes trying to figure out what to do.
