Once you have reached 20 creatures, go to actions > summon minions, it should pop.

For anyone else wondering, you get enough creatures after capturing 2 burial chambers, then you can summon minions and unlock the achievement. I was a bit confused at first because the creature pop limit was 9/9 the whole time.
