How to unlock the Disaster Recovery achievement in Dying Light - Definitive Guide

Relief packages are denoted by a blue hexagon with a downward facing arrow. The controller will begin to rumble a lot as the plane that drops them flies in. If you reach the package fast enough, there will be two boxes, and I believe both of them count.
If you take a little bit to get there, several of Rais's men will be there, having already looted one of the boxes.
Take too long and it will disappear.

I believe sleeping will force a new plane to come in and drop a package but it could be coincidence.

There are also pre-spawned supply drops, which are marked with a white hexagon instead of a blue one. There are only a few in the first area but there are many in the second area. Although the ones in the second area belong to Rais, Ehrenfriend confirms they do count.

Just a slight tip for early in the game. Craft a Molotov and throw it and the three guys if they're there when you arrive. Saves a lot of trouble.

Is this achievement missable?
I'm now at a part of the story whre thre are no more supply drops incoming.

If you finish the story I believe the drops start again.

The white marked airdrops DO count towards the achievement.
I'm in old town now, and had 13/15 and i opend 2 white marked airdrops and the achievement popped.

Do the ones from quarantine zones count?

I'm not sure, I've yet to do a Quarentine Zone. If you learn either way I'd appreciate it. So far all of the big boxes seem to count but I don't want to get ahead of myself.

The ones in the quarantine zones do count. There are also the GRE chests in the quarantine zones.

In addiction: don't know if it's random but.....SPOILER ALERT.................................when you reach the museum (for Jade), when you exit the mission you will find some trucks and there's a package in everyone (i found 5 all in there, without any effort).

I noticed as my playing and going strictly for the relief packages the past couple of hours I've been playing that once you get to old town their are several air drops already spawned on the map. once you obtain them all take them back to spike. not sure if this is a glitch or how its supposed to be but when I've died on the way to obtain another the ones i've gotten before and turned in have respawned and count towards the 15 once taken again. if it works for anyone else this would save you a lot of time in waiting for an air plane. a side note i havnt had a plane fly over at all in my hours of being in old town.

The entire first act of the story revolves around these relief packages – the Tower needs meds, food and antizin, and those are all included in the relief packages that are being air dropped into the city. You'll hear and feel the huge plane fly in, you see it drop the crates, and then you get multiple other notifications that you need to race to the drop site and clear it out before Rais’s men get there. Of course, you could also go the more exciting route and only do the night time Air Drops, which won’t have Rais’ men harassing you, but will likely be surrounded with zombies (especially if you get there after the flares die out).

To add to the importance of these drops, they also include flares for you, as well as crates of medkits, and other boxed items that you can trade to a quartermaster (handcart icon on your map) for a ton of Survivor XP.

These drops become far more difficult to obtain in Old Town, as they are frequently locked and surrounded by thugs or zombies, or both, and are sometimes found in toxic landfills.

Simply because of the item and XP benefits, I recommend going to as many air drops as you can afford to spend time on, as they are pretty much always very rewarding. Once you've collected a cumulative total of 15, this achievement will unlock.

To earn this trophy, you must collect 15 Relief Packages. You're able to collect Relief Packages very early in the game; they're dropped by Air Drops during the night, and you will have to collect them as soon as possible because Rais' men can collect them as well. It's very important to note that you should not focus on collecting these in the Slums, because they're much easier to collect in Old Town and Air Drops disappear in the Slums through story progression. The Blue Air Drops (Red crates) do count towards this trophy as well, however.

The Relief packages in Old Town are marked with a and are always guarded by Rais' men or surrounded by Virals so always come well prepared with some extra medkits etc. These packages can also randomly spawn if you're near a crate, even if it's not shown on your map from afar. Packages can only be unlocked by picking the lock with a lockpick. If you do not have a spare lockpick, you can craft them with x1 *Metal part from the Blueprint menu.

*Metal parts can also be scraped from dismantling weapons by pressing the button. Only dismantle weapons that you do not need, however.

Should you collect a relief package from an area flooded with Virals, you could always use firecrackers to distract them while picking a lock, but be sure to cancel the action with if you're attacked. You have to collect the Relief Package inside of the crate in order for it to count towards this trophy. Opening the crate does not count. You also do not need to turn the packages in. Once you've collected your 15 relief package, the trophy will unlock.

You can check your Relief Packages collected progress from the Main Menu of the game: under "Extras", followed by "Personal Statistic" under the "DROPs recovered" stat.
