This is a longer term achievement which you won't be getting until you have obtained most of the territories on the map, make sure to use agricultural development so that your territories are generating the maximum 1,200 supplies per turn and keep procuring rations or trading to boost your supplies (make sure to co-ordinate with allies to earn extra).
