You should start as a general under someone else's rule in order to get this achievement, if you are a ruler it won't be possible unless you have your kingdom taken over or relinquish your rule.
I got this achievement starting as a child character during the Yellow Turban Rebellion under the rule of Gongsun Zan, I completed all of the war council tasks as much as possible and kept winning battles and eventually I was offered the role of Strategist.
For this achievement I levelled up my ingenious (fan icon) as much as possible and was offered the role very quickly at around level 7 ingenious, so I think the requirement for the Strategist role would probably be to have a high ingenious (fan) level whilst having a good relationship with the leader and fulfilling your war council tasks.
Trade and agricultural development levels up ingenious and are very useful, secret plans will also help a lot, so try to give yourself a title which boosts ingenious by a lot to make this go quicker. Try to look for the fan icon on tasks you need to do and you should eventually be offered the position.

Start as a general or officer? I’ve only had ingenious and eloquent maxed and they keep trying to promote me to grand general.

I can confirm that if you pass up Grand General enough times you can get Strategist.
I played with a child Officer and turned down Grand General First, kept helping with Invasions and doing the tasks and he offered me to become a "Tactician", then I got the achievement.
My character is maxed up on Ingenious and is using the title "Tactician" aswell, I'm not sure it affected the outcome, but it worked.
