You unlock the ability to use tactics in Chapter 2 before the mission
The first opportunity you can get this is during that battle towards the end of the battle on the attack of the large forces near the gate.

It's best to unlock this soon after you unlock the ability to use Tactics, during the Battle of Susishi Gate. Near the end of the battle, as your foes mass a large group of forces near the gate, is a good time. If you wait until you can see the arrow symbols over the heads of your officers, then use the Tactic, by holding 
and then pressing 
, you should get a dramatic success with it, and the Clever Tactician achievement will then unlock.
