The max level for a weapon is 99.
It will cost a bit to upgrade any weapon of your choice to 99. I would advise you use a tier 1 or 2 weapon as you get plenty of those from killing enemies in the first 3 chapters.
You should save them until after you beat the game once with any faction: Wei, Wu or Shu. When you do you will unlock the ability to reforge a weapon in being able to combine the same name weapons to increase the rank. It adds on to whatever weapon you are using into depending on how much the other weapon already has.
For example, you have your current weapon you are trying to upgrade which is level 30 and fusing a +8 into it then it will turn into a new weapon of 38.
You can also eventually buy whatever weapon you are trying to upgrade from the shop. I used the battle gauntlet where I was able to buy my remaining levels from the shop getting +8 from it for around 10000 money. Upgrading cost about the same once you are higher level.

In order to unlock this one, you need to fully upgrade one of your weapons. The max level for a weapon is ninety-nine. You upgrade your weapons by picking up duplicates of that weapon type on the battlefield. If you find a sword four levels above your current sword, then you can upgrade it by four levels.
