Note 1: this achievement, and all the others in this game, are practically unmissable. While you can technically miss this achievement if you complete the Battle of Hulao Gate without defeating Lu Bu, you will unlock the ability to replay any story mission after completing the story with any faction. This means you DO NOT need to make a new game, and can simply go back and replay any story mission as needed.
Note 2: Hulao Gate is technically the second time Lu Bu appears in the story as an enemy. His first appearance is a couple missions before Battle of Hulao Gate, and in his first appearance he is way, way harder to fight, so you're expected to just run from him. While it is possible to defeat him during his first appearance, it is way harder than fighting him at Hulao Gate, and you won't get an achievement for doing it, so just be aware of that.
Anyways, to get this achievement, you have to defeat Lu Bu during Battle of Hulao Gate, which is a required story mission and is
. He appears about halfway through the mission; I promise you can't miss him appearing. Be warned that he is a tough cookie and can wipe you and your fellow officers out very quickly.
To make this fight with Lu Bu easier, you can change the difficulty to Historian before starting the story battle (this can be done by either pausing the game in the world map, or choosing Battle Preparation right before the battle, and going to System -> Configuration -> Difficulty).
And if you want to make this fight even easier, you can wait to do this achievement until after you complete the entire story once. After that you unlock the ability to replay any story mission, including Battle of Hulao Gate. And when you replay story missions you keep all weapons, skills, and any other unlocks you've earned up to that point (essentially New Game+). If you play on Historian difficulty and replay this mission once you've already maxed out your weapons, skills, and etc. it is super easy -- you can basically just mash X and Y and win the fight

Lu Bu is absolutely punishing when you face him at Hulao Gate. The objectives of the main story don't actually require that you beat him, meaning that it’s entirely optional. There isn’t great or tactic to this; you just have to grind your way through the battle as best you can.
It helps to have a couple of allies, and to insure that your battle art chains are in effect, so that you can take advantage of your allies’ added firepower. Save your Musou rages and your god mode attack (
and 
) for later in the fight, in order to keep your battle art chain in effect for longer, and you can also tap into your allies' battle arts in doing so. This is the toughest individual fight in the game, and you may leave this until your New Game + run if it’s frustrating you. Once you finally defeat Lu Bu, The Strongest achievement will then unlock.
