After you invent the Animal Treats, which REQUIRES the Animal Friend 1 skill at level up, just equip the tool, rest at a campfire to get charges on it and then toss some food at any deer you run across 10 times to get this. You can upgrade the Animal Treats a few times to get more uses out of it as well.
