You can just start a new franchise online/offline using default pre-season rosters and select any team. Once you are at the franchise home tab, go down to Manage Roster -> Free Agents and sign Justin Simmons to your active roster as he is the only 90+ OVR free agent available. Achievement should unlock shortly after signing him.


Edit: As my friend Yaz mentioned below, it is recommended to turn salary cap off before you begin your franchise to ensure the team you are using has enough cap space to sign Simmons.

If you’re like me and you simulate to Free Agency and there are no 90+ players just find a player with the highest interest in your team and view his Player Card and edit his attributes to 99.

Then go in and offer that player a player friendly deal or custom deal where he can’t say no. I turned an 84 CB into a 99 CB and offered him 6yr - $19m per year and a $20m signing bonus and he signed the next week.
