Start at the Main Menu.
1. Select Franchise.
2. Select Create New League.
3. Select 'Play Online Solo or Multiplayer' or 'Play Offline Solo'.
4. Select Weekly NFL Roster.
5. Select Preseason Week 1 (the only roster available when this guide was written)
6. Select any team.
7. Select League Settings. Scroll down to Commissioner Settings | Relocation Settings. Confirm the setting is Users Only.
8. Select Start Playing: Preseason Week 1.
9. Select Manage Team.
10. Select Relocate.
11. Pick any city, name, stadium.
The achievement will now pop.
Start at the Main Menu.
