Go to Championship > New. Junior WRC has the least number of events at 3, so choose that.
Change Championship Length to Condensed, Event Length to Short and AI Performance to 1. Set restarts to whatever you want. I set mine to Unlimited although I probably only used 3 restarts in total.
Each event will have 4 stages. I'm fairly certain you don't need to podium at each stage, just the event overall but the AI difficulty is set so low that you should be winning if not a podium at each stage anyway.
When you finish the last stage of the last event, the achievement will pop.
