The ideal way to complete this achievement is by going to "Quick Play." From there, select "Solo" and then "Create Regularity Rally." Afterwards, create a championship and add 1 event, car class is H3 RWD.
Find "Rally Italia Sardegna”. I chose #12 Monte Acuto which was 4.6 mile. Now select "Confirm Event" and then "Confirm Championship." Simply start the championship, pick the Stratos, and complete the route.
My average speed was 38mph which was pretty each. I kept the car in second gear and feathered the throttle most of the way around. The scores are in the top right every time you go through a gate.
The idea is to finish with the lowest amount of penalty points. FYI, I finished with 10 and won.

I found Stage #06 much more easier, you have a Lot of straights. I got 6 Penalty Points and won, the second got 30!
Right before the start, when you are in the service area...you can hit X for Options, difficulty and Turn the AI-Performance down to 1!

You forgot “Create Regularity Rally” at the menu screen, it’s not the usual rally.
