This achievement will unlock after creating your first car. The option appears upon starting career mode-- there's an achievement for "Create your own team in Career Mode." So you should build your own car and make a team regardless.

I picked the most expensive option for each of the performance options and left the cosmetic stuff all stock. I picked a mid placed engine for balance. Achievement popped after completing and saving.
