If you follow around to the right as you enter Nava, you'll eventually find Osha sitting down at the end of the path.
Osha's sealant can be bought for 500 glowstones. He also has a quest to get the sealant via far cheaper means. Completing that quest does not prevent you from later buying the sealant when you have the necessary number of glowstones.
As you need the sealant to build the raft, I'd recommend doing the quest, then coming back later when you have the glowstones to hand.
After finishing all the sidequests and commissions, I had about 470 glowstones, and just sold unneeded materials until I had the 500. Obviously you can also save before handing over the glowstones and reload after spending if you don't want to lose them permanently.

If you need more glowstones, Osha buys mountainwort for 2 glowstones. Rashanara buys red scragweed for 3 glowstones, which is better than selling to Osha.

There's also a guy in Nava working the bean fields (right side) who will pay you 10 glowstones at a time for working in the fields using the "work" option when speaking to him. It will cost you 1 level each time you do it though, so have levels to spare..
*Somehow, early in the game while night was setting in and I was rushing home starting to freeze, I tried looting a plant that made a drinking sound instead of collecting it and I gained 80 levels in about 30 seconds before passing out. I tried to pick up that same plant the next morning to see if it was still bugged but this time it collected, so obviously not a proper method unless you too encounter said bug.

In addition to Dale's guide on how to find Osha in Nava, there's an easy way to make unlimited glowstones.
1. Gather ingredients to make a mystery blend tea. This is accomplished by using any three tea brewing ingredients that don't make any of the built-in tea recipes. See the solutions for brewing all teas:
For example I used two roots and a bloomsac, as these are plentiful near Lyndow (and respawn regularly)
2. Find a kettle (I used Ranya's House, but you can also buy one from the blacksmith in Nava for 20 glowstone).
3. Press the prompt on the kettle where it asks you to choose ingredients. Put the three items in the three slots and press brew.
4. Without closing the prompt, and without adding any more ingredients, you can keep spamming the brew button to make as many mystery teas as you want.
5. Go and sell your hundreds of mystery teas to Osha (AKA the one glowstone guy) for one glowstone each, and then buy the sealant off him (or whatever else you want!)
