You have to do this on the second level. Load it up on the easiest difficulty. If you haven't done the "say no to pot" achievement and the "fire extinguishers" achievement consult my guides on those first to save yourself some time. You can also do the "shoot all the guys in the butcher shot with headshots" achievement that I'm forgetting the name of right now.
Anyway. Start the level, three guys run at you, kill them. Shoot the pots and fire extinguishers if you need that (check my other guides). Move forward, kill the two guys. You're in the meat locker. Go up to each hanging meat piece. go up close, it'll be easiest. Shoot them continually in many different places. You'll honestly have a hard time telling when it's fully dead until you get one all the way down. It'll look pretty pathetic. You'll unlock the achievement after you destroy the last piece of meat all the way. If you haven't gotten it after you think you've killed the last piece of meat either one of two things happened.
1) You missed one
2) You didn't destroy one or more all the way down. Just go around and unload some more ammo into them.

Each hunk of cow has 3 stages. You will see chunks fall off twice and then you can move on to the next cow.

Just to take some of the guesswork out of it, that's what each slab should look like when you're finished - there's 8 in total in the main room (none in the smaller room on the right)
