After gaining access to FST and the laboratory, go to the right hand side and up the stairs. A female scientist, Dr. Lee will be at the top. Talk to her and you'll gain access to the Exam Room. Head back down the stairs and to the left of where you entered is said room.
Enter and talk to the guy at the back, next to a lift. He'll mention he likes the painting, take it up the lift and show it to the person working on the portal. While distracted, grab the Quantum CPU.
As you try to leave the alarm will trigger.

Hey there's a crucial part missing from this which is that you need the Old Picture to give to Dr Lee. To get this you need to purchase the Porto Book from the bookstore ($100) and then give it to your mum. She will give you the Old Picture then away you go
