There are two Cobra Tanks in the FST facility, both are "outside" and next to each other. They scan the area with their creepy red laser eyes. Get noticed and you'll enter a fight with one.
They are pretty easy, and I found the easiest way to take them out was to use your characters Hockey Smash skill to stun them and let your sister and other companion deal damage.
You can only stun every other turn, but it doesn't always work, so keep trying. I didn't have to worry about health, as most of the attacks are easy to block and only dealt 8 points of damage.
Inflicting poison and bleed with your sister, and radiation and burn with Noupy (astrolop) can help, but the skull points are better used on stunning.
