this fight happens shortly after you get the CPU in the FST base.
When you make your escape with it from the lab and end up where the cobra tanks are, go to the left side and enter the building (this is where the Jackalope achievement is as well)
The Mech activates when you walk near it, boss fight happens.
Beat it and you unlock the achievement.
The mech also drops a third attack for your robot companion.
