Missable. Talk to the dog 2 houses over from your will house. He’ll tell you to give him a human bone in order to be your friend.
You’re going to need the item called Haunted Bone in the cemetery. But you can only get into the Cemetery by getting Wire Cutters from Mr.Magnus.
You can get those by buying the Quantum Phsyics Book for $50 in the bookstore Downtown.
Go back to Mr.Magnus and exchange the book for the wire cutters and head to the Junkyard. You see an area to use them at the fence to the left.
Go though the Cemetery, were they’re be a boss fight with the Pet Catcher. Head out the gate to the left of the cats and ghost. Head down and then to the right to find the Haunted Bone.
You’ll then have another boss fight with Jack Horror.
After that head back to the dog and give him the Haunted Bone. After a short conversation he will join your party.

In order to go Downtown you go left from your house. You’ll run into a dead end that tells you Downtown is that way.
In order to go Downtown you need to get a Bus Pass. You get a Bus Pass pretty early on and it’s story related.
When you go Downtown the bookstore will be on the right side of the street. It’s just after the statue and is the only building on that side you can go in.

So I was able to pick up the Haunted Bone, quit out to the main menu when the boss appears, and come back to the beginning of the graveyard with the bone still in my inventory without engaging the boss again.

The, Pants, Party
The dog can be found in a yard just east of your home, and requires a human bone to join you. You will eventually find a Haunted Bone in the graveyard and will be forced into a boss fight when you collect it. Defeat the boss and return to the dog with the bone to recruit it.
