You should run into Derek and Gavin again during Chapter 5 in the Elysian Fields, while in route to the transmitter. After a short cutscene they'll run off looking for something. You will need to locate them again, however this will cause them to run off once more. The final confrontation leads to a fight and the achievement upon victory.
It can be difficult to locate them again, due to the large area of the quest marker, however they are near Azureblooms. Azureblooms are basically trees in the fields, with what appears to be crystals growing near the tops.
Also, I completed this quest in Chapter 6, so Derek and Gavin we quite easy.

The, Pants, Party
This achievement is tied to completing a side-quest called "Quiet Dominance" in Elysian Fields. Shortly after entering the fields, you will find Derek and Gavin once again. They will run off and a large orange search area will be added to your map. You'll find them pretty much right in the middle of the area next to a tall purple glowy tree. Next, hop on your Nekaroo and head to the right of where the Elysian Fields is labeled on your map. Defeat the two men here to claim the treasure and the achievement.
