In Chapter 6, you'll head to Tyr Cealum and fight some scout automatons. This will result in your party splitting into two groups.
When in control of Ysoris and Selene, you'll be back into the city. After speaking with the Chief Mechanic and retrieving the barrels for him, you'll have the option to speak with Taranis or help out around the city.
One of the three available NPC's is a merchant. Make sure you apologize to obtain the achievement.

Another one I'm not sure if it's missable or not but just incase, and spoiler friendly as well.
During the Herald of the God's quest, find the Merchant with the exclamation point (quest icon) above her head and talk to her. She'll pronounce how "happy" she is to see you and you'll be given the choice to say you're sorry or say you're not sorry. I chose the first one and the achievement popped, not sure regarding the second choice.

*MISSABLE*
During the Chapter 6 main quest "Herald of the Gods" you will eventually be in control of only Ysoris and Selene in Tyr-Caelum. After going to the Junkyard to get something and returning to the Chief Mechanic at the front of the city, the objective will change to "Make further preparations..." and new exclamation points will show up on your HUD. You must do the side-quests at this time before moving the main quest again or you will miss their respective achievements.
For this quest, speak to the Merchant and be sure to choose the left option to apologize or the achievement will not unlock, and she won't speak to you on the topic again for a second chance.
