In the dormitories you will find Suka and Shy. Talk to them and ask them about Shibuya, then exit the conversation. After you've done so, keep talking to them and immediately exiting the conversation. This will take 12-15 rounds to unlock.

You need to do this before presenting the fuse to the girls, while they're both still there.
