This can be done in any game mode but my solution is for people that are going for this achievement only.
Game Mode
Start a local match playing as a high star team vs a low star team. I chose Manchester Blue vs Luton WO (English 2nd Division).
Settings
Match Level - Beginner
Match Time - 5 min.
Condition Home - Positive
Condition Away - Negative
Achievement
Take a fake shot (X + A quickly) in front of a defending player around the outside of the 18 yard box. Once your player moves to one side of the defender just shoot and score. The achievement will then pop.

Found it much easier to get it while going for the Become A Legend achievements.
