Start a new master league and set the difficulty to beginner and time per game to the lowest (5 minutes). Then select Bayern Munich as your club from existing clubs. They can be found in the other European clubs category. Because the Bundesliga is not in the game, this means you will be allowed to select which league to play in. I selected the Eredivision (Netherlands) because Bayern has no problem winning every game in the league. With this you can just skip every game, and you will most likely win every game that matters for the achievement. You can make safety saves if you are worried and play games if you wish, but skipping every game worked for me and I had no threat of losing a game.

What I did to obtain this achievement was to choose Ligue 1 and PSG as my selected team. I also selected the option to have a large transfer budget to ensure that I was basically swimming in money for the first transfer window (a 3 billion pound pool with a 300 million pound wage budget jacuzzi). To also make things even easier from a transfer window perspective, you can also set the transfer difficulty low.

From there, I simmed matches and improved my squad throughout the two transfer windows. You should get this achievement around match day 30-33 but if you have any doubts then you can always set the difficulty to Beginner and play a few matches to get the necessary points that you require.
