This can be done with two controllers
The command for a chip shot is to hold
and press shoot (default 
)
With the striker run through past the defenders (they won't tackle when you play with two controllers), if there are no defenders in the penalty area the goalkeeper will come towards your striker and dive for the ball, this leaves an opportunity to score a goal with a chip shot.

Even easier, pass the ball back to the goalie and have him come outside the 18 yard box. Then take the ball away with the striker and chip it into the empty net.
