Throughout your journey you'll come acorss items that say they are used in the Hot Springs, they are not 1 time time use items.
Rubber Duckie and Capybara Army are two of the easiest ones everyone should eventually come across. Some others say they are hot spring items but haven't been able to use them.
Clearing Floor 26 of the Mysterious Room hero trials will award you with the Cherry Petals hot spring item as well.
Just use the item at the Hot Springs menu and you'll see them show up in the scene with your current party bathing in the hot springs.

The, Pants, Party
You'll find a number of items that can be used wihin the hot springs to unlock this achievement. I don't know that they actually do anything, except one used while Cabana is in the party will result in a unique scene that counts toward Hot Spring Enthusiast (10G).
