The inns are the buildings with the bed symbol on your map, just talk to the inn owner and select "Rest".
You can rest at the same inn 10 times, it still counts.
After getting the achievement for retrieving the primal lens, you'll end up at the Heroes' Den in Eltisweiss and resting there is free.

I was able to rest at the inn at the very start of the game. As I went grinding in the prologue area before the 1st boss battle in the woods, left and went to town to upgrade some gear and I was able to rest at the inn. However it was very expensive, around 300 baqua IIRC.

It's worth waiting then, resting in the Heroes' Den in Eltisweiss is free.

This one is quite obvious, can be the same Inn ten times in a row in the first town if you'd like.
