Only available in the post-game. After you have defeated the final boss and you are loaded back to immediately before the final quest, many new side-quests will be available from the people of New Neveah. Sarita will give you a quest to retrieve a lava rock for her.
After accepting, travel to the Farmside Menhir and go through the menhir to the Barrows area, then use the signpost to travel to the Charred Crossing fast travel point. Travel all the way to the right after arriving, and the lava rock will be glimmering on the ground for you to pick up.
Once you complete the quest by returning the lava rock to Sarita, 5-star dishes will unlock. Craft one of these to unlock the achievement.

Good guide, if you are dumb like me and already used the giant lava rock then you can fight the boss located in the Lava Reservoir for more giant lava rocks,
