Start a normal race with 2 controllers, any track you like
When the race starts, jump on top of the idling 2nd controllers character. I believe you can't keep bouncing forever, as the points will stop at 60. Just keep jumping back on, I'd say get 500 points to be super sure you get the badge. Then just finish the race.
