Just go to the exhibition mode select a race and forget about winning. Stay in front of a barrel grab the item and use it, then just come back to the barrel and repeat this until you get 25 chilis. When you start to be left behind you will receive many chilis from the barrels.

very true. I sat at the taco stand to hit that guy 50 times. Then I decided heck, I will finish the race. They gave me a lot of peppers unless someone was in front of me then they gave me a paper airplane. They even gave me a few rockets so I got the cheeve for using all items. I did exabition normal race. I guess it doesnt matter how many laps they do. The game waits for you to complete 3 laps before it ends.

Chilis are one of the weapons you get from the weapon barrels during races. Simply use 25 chilis. This will come naturally as you play through the game.
