i’m struggling with this guy more than i struggled with meliana, i don’t know why i find dragons so hard to fight.

An easy way to kill this boss as of 1.04.2 is to use the Serpent Bow in conjunction with Serpent Arrows and Bloodbone Arrows.
Gather the Serpent Bow, 100 Serpent Arrows, and 100 Bloodbone Arrows (Fletched). By this point in the game those items are not difficult to come by. You can back up to the wall when you enter the arena, shoot him until he is poisoned, and then use blood arrows until a hemorrhage, then repeat. You need mighty shot for the distance, and the Arrow's Reach Talisman is a bonus. It took me around 10 Cerulean flasks to have the necessary fp to use Mighty Shot until he was killed.
This boss has around 30,000 HP, and each Poison will do about 2500 damage. In addition to the blood damage, you should have more than enough to kill him. Also note he will drop down mid-fight. If you are far enough away, he will not aggro.

Sadly, this exploit has been patched out of the game (as of version 1.05). I did, however, have luck with a relatively cheesy strategy that was borne out of trying and failing to make the exploit work.
I equipped myself with the Serpent Bow (+10), the Arrow's Reach and Arrow's Sting talismans, plus 100 each of Bloodbone arrows and Serpent arrows. I aggroed the dragon, and proceeded to circle strafe around him counter clockwise, while firing arrows at him. The range was about the same as what it was where you spawn into the arena, maybe a little closer.
I first shot him with Serpent arrows to trigger the poison damage over time, and while that was ticking away, shot him with Bloodbone arrows to trigger bloodloss. When the poison damage stopped, I started over.
For some reason –maybe that I kept out of a certain range – the dragon just stuck with his regular red lightning area of effect attacks as long as I was circle strafing and shooting arrows. So long as you keep moving while locked on, there's enough of a window between lightning attacks that you can evade, loose an arrow and evade without taking damage.
I got him down to about a quarter health before I ran out of arrows, and his second phase still hadn't triggered by this point. I then summoned a spirit (I used Tiche +10), let her aggro and damage, while I kept my distance and hammered him with spells. Time consuming, but it worked.

Run directly out past the beastman straight to the cliff side and you can see a spot to drop down, keep following the path downward and it will take you to a floating wall. Rest in the open bit and after the cutscene you will be in the boss arena.
His attacks are quite quick and hit hard, however after each attack there is a decent amount of time for you to get swipes in. The safest space to stand is near his back feet as he does not have a stomp attack like most other dragons. Like other dragons, the weakspot is the head, but there will be very few times when you can actually attack the head.
