There are a total of 9 legendary armaments in the game for this achievement. Even though boss weapons have a gold beam when dropped, they are not considered legendary for this achievement. There is only 1 (Bolt of Gransax) that is missable due to story events, so make sure to grab Gransax as soon as you reach the Royal Capital in Atlus Plateau (You can get to it after you beat Godfrey). Another player could also drop these weapons for you and you'll receive the achievement, but they have to be in base form and not upgraded at all to be dropped.
If this isn’t unlocking for you after you have all 9, user LV Drejz stated in the comments placing all the weapons in his chest and taking them back out popped the achievement. Others have also recommended dropping and picking the weapons back up as a alternative.

In case you miss grabbing the Bolt of Gransax on your first playthrough, and want to get it on NG+/Journey 2, then this would be the quickest way.
Bolt of Gransax
1. Head to Stormveil castle, defeat Margit and zoom through the castle and beat Godrick.
2. Grab the academy key from the glintstone dragon hideout, zoom through Raya Lucaria and defeat Rennala.
3. Grab the two pieces of the Dectus Lift medallion in Fort Haight (Mistwood) and Fort Faroth (Dragonbarrow)
4. Now you can enter the Altus Plateau, run past all open world bosses and defeat the Draconic Tree Sentinel.
5. If you haven't already done so, rest at a site of grace and accept Melina's accord, agree to travel to the Roundtable Hold and talk to the Finger crone (this is required to be able to enter Leyndell)
6. Enter Leyndell and grab the Bolt of Gransax
If I'm not mistaken, you'll only need to defeat 5 bosses/mini-bosses (Margit, Godrick, Red Wolf of Radagon, Rennala, and the Draconic Tree Sentinel) and most of the time will be spent riding from place to place. After you've completed the game once, your character is probably strong enough to completely melt most opponents on Journey 2.

Just a quick note if it doesn’t unlock yet you know you have all weapons try putting them into your chest. I got the Devourers Sceptre on NG1 which might be linked to the issue, but as I put them into the chest the trophy unlocked

As AdsOlly mentions it can be bugged and their suggestion fixes it! Seemingly if you get Devourers Sceptre on NG through the invasion near the end of the game.
