You could save and reload on the same chest 100 times, but i have a solution which is not as boring and still gets you around 5 unlocked chests in about 1.30-2.00 minutes.
This is also great if you want to know a spot where you should leave chests unlocked. Maybe because you want to play the game normal or unlock this in one go in late / endgame.
This method requires either lockpick level 2 or modifications to get the skill temporary.
The spot is simply the Cleric camp / fortress.

1. make a save at the red marked chest
2. go down the stairs, turn around, go to the end of the building on the left is the orange marked chest - go outside
3. fly over to the yellow / green dots and enter the building from the ground floor, the yellow chest is on the left of the entrance
4. go outside fly to the balcony above and go right to the two rooms with the green marked chests which are very close to each other
5. reload and repeat

This achievement seems to be accumulative over multiple saves. As such you can save before an easy chest and reload until the achievement pops to make sure you don't miss this achievement. I went from 32 percent to 100 after opening the same chest.
If you want to go for this achievement naturally it is best to put points into Lockpicking and Locksmith in the crafting tree.
I personally got the Locksmith talent as soon as possible and it really helped out with the difficult chests since your picks no longer break.

Lockpicking requires a minimum of 15 Intelligence and 15 Dexterity to unlock.
