most people I would imagine will get this while playing.
when my game ended I was LVL52 I did all the side quests and companion quests and killed a good amount of enemies especially in the last few chapters when I stopped stockpiling my AP points for achievements and used them for regular play. I found a really good lightning sword that was shredding enemies. I don't remember where I got it just regular exploring and looting. upgrading weapons would be a good option or look up where some good weapons are online.
