This quest becomes available when you reach The Fort.

(before you begin I recommend having either 1000 shards spare or have invested 4 points in the Combat or 3 in Charisma tree, to make things much much easier)

When you reach the Fort speak to William, he's near the entrance and is pretty hard to miss. He will give you the quest Fragile Power

Head to the bar and speak with Chloe, she claims to be broke and passes you onto speak with Rat who owes her money.

When you approach Rat he will begin dialogue and ask for a 50 shard donation. I highly recommend that you give him the paltry 50 shards.

Rat will tell you that Chloe isn't broke and has a plan to rob her. Agree to Rats plan.

head to Chloe's bar, go into her cellar, before you interact with the chest loot the place.
Rob the chest and leave .

This is where the money or skill level comes in if you have the required skill level either charm or intimidate Chloe, if not ask for a way to resolve this and pay her the 1000 shards. If you dont have the shards youll have to battle her which i dont recommend. I was level 8 maybe shes easier at higher levels.

After bribing Chloe head back to Rat Make a hard Savebefore talking to him.

Talk to Rat again, and hear him out, he has a new plan listen to the details. I decided to agree to the new plan which completed Tramp Confederacy unlocked the achievement and began a new quest.

on a side note I recommend making saves and playing around with different dialogue options particularly if you are try to get the achievements for increase/decrease your cold value

This can be missed. When you make it to The Outlaws Fort, there will be a man named Rat who asks for a donation of shards. Give him what he asks for to start this Quest line.
