You'll almost certainly get this achievement before the end of the game, as there's a lot of Albs you'll be fighting in the last few missions.
If you want to knock this out early, typically the converters dotted around the map harbour at least a handful of Albs, with the exception of the one near that start of the game, where you find only 2.

The, Pants, Party
Albs are the cyborg-type humanoids that guard the game's Converters. You will come across plenty more than 20 of these during the story and have to kill them, so this is basically unmissable.
