Worth noting that to my knowledge, there are no NPCs in the game called "Bandits", however Reavers seem to be what this achievement is for.
There is an NPC on the south side of the Dam, in the upper middle part of the map, on the border between the forest and volcanic area, called Albert, who can give you a quest for killing some Reavers and recovering a detonator on the Northern side of the Dam. I don't believe you need to have started the quest for them to spawn, but it's worth noting.
Simply save before fighting them, kill them all, or as many as you can, then reload the save. Repeat until you've killed 20 and the achievement is yours.

The, Pants, Party
Bandits are found throughout the Tavar region mostly, while doing Outlaw quests. You will find them guarding small camps or settlements. Simply kill any hostile humanoid you come across rather than running away to get this done.
