Every time you hold 
during a jump or fall with Light Ember, Dark Ember or Mirrim, you will glide. Once you do 100 total glides, this achievement will pop. I got this before completing the Waterfall in The Highlands.
You could just jump and glide in place 100 times but you'll definitely get this playing normally through the game.

This isn't unlocking for me at all. Ive tried uninstalling the game, deleting my save and nothings working.

Try going to Xbox menu > My Profile > Gaming > Achievements > Embers of Mirrim
Sometimes doing this for some games (like Halo 5 mp achievements) will force an achievement to pop that you've met requirements for but didn't pop.
Other possible remedies include:
- hard reset the Xbox (hold power button for 10 seconds)
- reload your profile from Xbox menu
- clear your system cache
