I did this in the 1st district (BEDBUGSTUY) on the St. John St. level with 5 stacks of cash. Pick up the cash and bring it to the yellow client drop off zone then complete the mission for the achievement to unlock. Here are the cash locations:

1. Downstairs in the kitchen you can destroy a doorway that leads into a small laundry room. The cash is on the floor next to the washer.
2. On the 2nd floor there's another kitchen. The cash is hidden next to the oven. The lower cabinets are green so the cash blends in with them. It's in a slot beneath the hanging knife rack.
3. On the 2nd floor near the kitchen are 2 closed doors you need to destroy. The one on the right is a bathroom and the cash is beneath the tub.
4. On the 3rd floor there's another kitchen with a birthday party in the room next door. The cash is in the kitchen above the refrigerator.
5. On the 3rd floor in the bedroom after the kitchen/birthday party room. The cash stack is underneath the computer desk.

This is for placing $500 in value in the rescue zone. The easiest way is to place 5 stacks of cash, which would require at least two levels to get enough. Otherwise, in First Avenue, you can place the three stacks of cash and other household items. I would start with electronics, like the TV and computer upstairs, before moving on to kitchen appliances and furniture.
