Nothing too hard about this, St Clair is the leader of the card sharks. As you expand, track down her HQ and make sure you take a decent sized team with good gear. Her gang was my third to take down, and the goons outside were pretty tough. Once inside their numbers were double mine, I managed to win with only one loss.
